It is. I’m not sure it even has a gender, but it’s definitely a machine. It has an opening for discs, like in the days before the war. And it claims to be one, so I see no reason to question that much.
[An opening for disks? while the brunette isn't particularly interested in technology (she struggled a lot with the Warp band) the concept of Porygon being complete machine with even those old fashioned details if truly interesting. She lets out an 'oooh!' sound, open like a book.]

[ The fact that Renraku warms up under her touch is the little push the girl needed to let her careful contact become a more eager petting just like she would do to any pokemon. It's enjoying it so there is no need to hold back, Kotori wouldn't harm it in any case.

The fact that it, unbeknownst to either of them, is a man-made life form doesn't seem to change the fact that it likes attention and companionship as much as any other Pokemon.
